The Office of the State’s Attorney for Baltimore City (BCSAO) is responsible for the prosecution of all crimes that occur in Baltimore City.
Overview[]
Employing over 200 attorneys and an additional 200 administrative and support staff, the BCSAO is the largest local prosecutorial office in the state of Maryland and prosecutes over 40,000 cases each year.
The Office is headed by a State's Attorney, who is elected to serve a four-year term. Underneath the State's Attorney are three Deputy State's Attorneys who oversee Operation, Major Crimes, and Criminal Intelligence.
Major Crimes is comprised of six divisions: Major Investigations, Special Victims, Homicide, Gun Violence Enforcement, General Felony, and Narcotics.
Homicide[]
The Division is comprised of a division chief, investigative team captain, trial team captain, 15 assistant state’s attorneys, 3 administrative professionals, 3 victim advocates, 2 witness coordinators, 1 witness relocation specialist, 3 law clerks, as well as student interns.
Victim advocacy is a central component of the Division. The victim advocates immediately contact families in order to offer bereavement services and provide the contact information of the assigned prosecutor. Throughout every stage of a case, families are offered meetings and case updates with the advocate and prosecutor. The advocacy component of the Division ensures not only an open dialog, but respectful and compassionate treatment.
In addition to prosecuting all homicide cases, the Division handles all vehicular homicide investigations, as well as all collateral matters such as post-conviction proceedings and sentencing modification requests.[1]
Narcotics[]
The Division is comprised of a division chief, investigative team captain, trial team captain, 15 assistant state’s attorneys, 3 administrative professionals, 3 victim advocates, 2 witness coordinators, 1 witness relocation specialist, 3 law clerks, as well as student interns.[2]
