"Ebb tide" is apparently when the tide is in the process of falling from high to low; it's the equivalent to a waning moon (going from full toward new (black)). Given that, it seems that it might very well refer to the unions, and the decline of highly paid skilled labor as a force in Baltimore's economy. Any idea how I could confirm that this makes sense before adding it to the page? --Satansfist 13:19, 20 October 2007 (UTC)
